Government Budget 2025: Major Boost for Agriculture, MSMEs, and Key Industries

The budget speech details a range of initiatives and financial support aimed at key sectors of the Indian economy, with a strong focus on agriculture, MSMEs, and infrastructure development—identified as the “four engines” of growth. Various industries will benefit from targeted programs and dedicated financial allocations to drive economic progress.

Agriculture and Allied Sectors

Agriculture remains a primary focus, with the Prime Minister Dhan-Dhaanya Krishi Yojana set to enhance agricultural productivity across 100 districts. This initiative promotes crop diversification, improved storage and irrigation facilities, and expanded credit access, benefiting an estimated 1.7 crore farmers. Additionally, the Mission for Aatmanirbharta in Pulses seeks to boost domestic pulse production, while a dedicated program for fruits and vegetables aims to improve production efficiency, supply chains, and pricing.

Further measures include:

  • Establishing a Makhana Board in Bihar.
  • Launching a National Mission on High-Yielding Seeds.
  • Implementing a Mission for Cotton Productivity.
  • Expanding Kisan Credit Card (KCC) coverage and enhancing support for the National Cooperative Development Corporation (NCDC).

MSMEs: The “Second Engine” of Growth

Recognizing MSMEs as a key driver of economic growth, the government plans to enhance their competitiveness and access to capital by:

  • Raising investment and turnover limits for MSME classification.
  • Expanding credit guarantee coverage for MSMEs and startups.
  • Introducing customized credit cards for micro enterprises.
  • Establishing a Fund of Funds for startups.
  • Launching a dedicated scheme for first-time entrepreneurs.

Additionally, labor-intensive sectors such as footwear and leather, toys, and food processing will receive targeted support. The government will also establish a National Manufacturing Mission to strengthen the Make in India initiative.

Other Key Sectors Receiving Support

  • Fisheries: A structured framework will be developed for sustainable fisheries management.
  • Textiles: The budget allocates support for technical textiles, shuttle-less looms, and cotton productivity improvements.
  • Shipping: The shipbuilding industry will benefit from financial assistance, a revamped policy, and dedicated shipbuilding clusters. A ₹25,000 crore Maritime Development Fund will be set up.
  • Power: Incentives will drive electricity distribution reforms and intra-state transmission capacity expansion. The Nuclear Energy Mission will further nuclear power development.
  • Tourism: The government will develop 50 tourist destinations and provide incentives to states for improved destination management. Medical tourism will also be promoted.
  • Research, Development, and Innovation: A ₹20,000 crore allocation will support private-sector-driven R&D, with plans to establish a Deep Tech Fund of Funds.
  • Exports: An Export Promotion Mission will set sectoral and ministerial targets, while BharatTradeNet (BTN), a digital public infrastructure for international trade, will be launched.

These initiatives highlight the government’s comprehensive strategy for economic growth, emphasizing agriculture, MSMEs, and infrastructure development—described in the budget as the “four engines” of progress.
