Larsen & Toubro (L&T) has announced a significant project win in the hydrocarbon sector. On December 23, 2025, the company revealed that its Hydrocarbon Onshore business has secured a “Major” EPC order from Bharat Petroleum Corporation Limited (BPCL).
This project marks an important milestone for both L&T and India’s petrochemical manufacturing ecosystem.

Under this contract, L&T will handle the engineering, procurement, construction, and commissioning (EPC) of a Linear Low-Density Polyethylene (LLDPE) / High-Density Polyethylene (HDPE) Swing Unit at BPCL’s Bina refinery in Madhya Pradesh.
The facility will consist of two production trains, each with a capacity of 575 kilo-tonnes per annum (KTPA). The project will be executed on a lump sum turnkey (LSTK) basis, meaning L&T will be responsible for the entire project from design to delivery.
Strategic Importance of the Project
Once completed, the facility will become India’s largest LLDPE/HDPE Swing Unit, significantly boosting the country’s polyethylene production capacity.
This unit is a key part of BPCL’s Bina Petrochemicals and Refinery Expansion Project, which aims to increase the refinery’s capacity from 7.8 million metric tonnes per annum (MMTPA) to around 11 MMTPA.
The project also aligns with the Government of India’s Aatmanirbhar Bharat initiative by reducing dependence on polymer imports and strengthening domestic manufacturing capabilities.
Order Value and Financial Impact
As per L&T’s internal classification, a “Major” order is valued between ₹5,000 crore and ₹10,000 crore. This large order win is expected to further strengthen L&T’s order book and reinforce its leadership in the downstream hydrocarbon EPC segment.
Management Commentary
Commenting on the development, Subramanian Sarma, Deputy Managing Director and President of L&T, stated that the project adds strong momentum to the company’s hydrocarbon portfolio.
Meanwhile, E. S. Sathyanarayanan, Senior Vice President at L&T Energy Hydrocarbon, highlighted that the order reflects BPCL’s confidence in L&T’s execution strength, while also reaffirming the company’s commitment to health, safety, environment (HSE), and quality standards.
