GRSE Announces ₹2,670 Crore Capacity Expansion Across West Bengal Shipbuilding Facilities
Garden Reach Shipbuilders & Engineers Limited (GRSE) is undertaking a major capacity expansion programme in West Bengal with a planned investment of approximately ₹2,670 crore across three facilities.
The expansion is aimed at strengthening GRSE’s indigenous shipbuilding capabilities, supporting future growth and enabling the company to execute larger and more complex shipbuilding and maritime projects.
The announcement follows the foundation-laying ceremony for brownfield expansion projects at GRSE and Yantra India Limited (YIL) held in Kolkata on August 23, 2026.
₹2,670 Crore Investment Across Three GRSE Facilities
The GRSE expansion programme covers three facilities in West Bengal:
- Raichak facility: More than ₹2,500 crore
- Timber Pond facility, Shalimar: Nearly ₹100 crore
- Damodar facility, Kidderpore Docks: Around ₹70 crore
The combined investment across the three GRSE facilities is approximately ₹2,670 crore.
The projects are designed to increase shipbuilding and ship-repair capacity and improve GRSE’s ability to handle larger vessels.
Raichak Facility to Receive More Than ₹2,500 Crore
The largest part of the expansion will take place at Raichak, where GRSE has signed a lease arrangement with Syama Prasad Mookerjee Port, Kolkata (SMPK) for a 32-acre riverside property.
The site has a 356-metre waterfront, 96-metre jetty and 8–10 metre draught.
GRSE plans to develop the Raichak property as a major shipbuilding hub with an investment of more than ₹2,500 crore.
The planned infrastructure includes:
- 200-metre dry dock
- Slipway
- Launching pad
- Jetties
- Block fabrication facilities
The facility is expected to enable GRSE to construct warships up to 200 metres in length.
It will also have the capability to construct commercial vessels of up to 60,000 DWT.
The development could therefore expand GRSE’s ability to participate in both defence shipbuilding and commercial shipbuilding opportunities.
Shalimar Timber Pond to Get ₹100 Crore Upgrade
GRSE will invest nearly ₹100 crore in the 4-acre Timber Pond facility at Shalimar.
The facility will be rejuvenated to support:
- Medium-sized shipbuilding
- Ship repairs
- Dry dock operations
- Vessel construction
A major part of the project will involve restoration of the existing 130-metre dry dock.
GRSE also plans to construct a 120-metre slipway.
The upgraded facility is expected to strengthen the company’s medium-sized shipbuilding and repair capabilities.
₹70 Crore Investment at Damodar Facility
The Damodar facility at Kidderpore Docks will receive approximately ₹70 crore of investment.
The facility includes an old workshop and a 25-metre waterfront.
The proposed development will focus on:
- Medium-sized vessel repairs
- Construction of electric ferries
- Small craft construction
The investment could help GRSE expand into additional vessel categories while strengthening its smaller vessel construction and repair capabilities.
GRSE Expansion Supports Larger and More Complex Projects
The capacity expansion is strategically important because GRSE is looking to strengthen its ability to undertake increasingly complex shipbuilding programmes.
The Raichak facility, in particular, could provide additional capacity for larger warships and commercial vessels.
The expansion is also aligned with the Government of India’s broader focus on:
- Aatmanirbhar Bharat
- Make in India
- Indigenous defence manufacturing
- Domestic shipbuilding
- Reduction of import dependence
The company expects the new infrastructure to support growing requirements from India’s maritime forces and other defence and commercial maritime customers.
GRSE to Expand Commercial Shipbuilding Capabilities
Although GRSE is primarily known for defence shipbuilding, the Raichak expansion could also strengthen its commercial shipbuilding business.
The planned capability to construct vessels up to 60,000 DWT provides an opportunity to target larger commercial vessels.
GRSE has already been expanding its international commercial shipbuilding activities and has highlighted its work on cargo ships for a German customer as an example of its “Make in India, Make for the World” strategy.
The additional infrastructure could provide greater capacity to pursue similar domestic and international opportunities.
YIL Also Announces ₹750 Crore Manufacturing Expansion
The expansion programme announced in West Bengal also includes major investments by Yantra India Limited (YIL) at its Metal and Steel Factory (MSF) in Ishapore.
YIL plans to invest more than ₹750 crore across two facilities.
The projects include:
₹277.59 Crore Heavy-Duty Forging Press
A new 3,000-ton Heavy-Duty Hydraulic Open Die Forging Press will replace the existing 2,650-ton press.
The new facility is expected to manufacture:
- Gun barrels
- Ammunition components
- Heavy defence forgings
₹473.84 Crore Radial Forging Plant
The second project is a ₹473.84 crore Radial Forging Plant.
The facility is expected to manufacture:
- Super alloy forgings
- Aerial bomb tubes
- Ordnance hardware
- Railway axles
- Nuclear reactor components
The projects will introduce Industry 4.0 and energy-efficient technologies into the manufacturing process.
Defence and Strategic Manufacturing to Benefit
The YIL projects are intended to strengthen India’s domestic manufacturing capabilities in defence and other strategic industries.
The proposed facilities could also reduce dependence on imported high-end components and provide manufacturing capabilities for sectors beyond defence, including:
- Railways
- Nuclear energy
- Strategic industries
For GRSE, the expansion similarly supports the broader objective of increasing indigenous shipbuilding capacity.
Potential Employment and MSME Opportunities
GRSE and YIL expect the projects to contribute to the industrial development of West Bengal.
The expansion is expected to create employment opportunities and increase business opportunities for ancillary industries, particularly micro, small and medium enterprises (MSMEs).
A larger shipbuilding and defence manufacturing ecosystem could create demand across engineering, fabrication, components, logistics, maintenance and other supporting industries.
GRSE’s Existing Shipbuilding Capabilities
GRSE has a long history in India’s defence shipbuilding industry.
The company has built more than 800 platforms, including 118 warships for the Indian Navy, Indian Coast Guard and friendly foreign countries, according to the company.

- Survey vessels
- Offshore patrol vessels

GRSE also operates across ship repair and engineering businesses.
Its engineering portfolio includes prefabricated steel bridges, deck machinery, marine diesel engine assembly, testing and overhauling, and 30mm naval surface guns.
GRSE Has Capacity to Build 28 Ships Concurrently
GRSE stated that it has modernised its infrastructure over the years and currently can undertake construction of up to 28 ships concurrently.
The company also has in-house design capabilities supported by skilled design engineers, a Next Generation VR Lab and modern software.
The new investments are expected to further strengthen this existing infrastructure.
Point to consider
The ₹2,670 crore GRSE capacity expansion represents a significant long-term investment in the company’s shipbuilding infrastructure.
The biggest component is the more than ₹2,500 crore Raichak project, which could materially expand GRSE’s capacity for both defence and commercial vessels. The planned 200-metre dry dock and ability to construct commercial ships up to 60,000 DWT could broaden the company’s addressable market.
The ₹100 crore Shalimar upgrade and ₹70 crore Damodar investment will complement the Raichak development by strengthening medium-sized shipbuilding, ship repair and small craft capabilities.
At the same time, YIL’s separate ₹750 crore-plus investment in advanced forging facilities at Ishapore adds another layer to West Bengal’s defence manufacturing expansion.
