Larsen & Toubro Secures 6-Year EPC Agreement With Petroleum Development Oman

Larsen & Toubro Limited (L&T) has strengthened its presence in the Middle East after its Energy Hydrocarbon Onshore business secured a six-year Engineering, Procurement, and Construction (EPC) Framework Agreement with Petroleum Development Oman (PDO), the Sultanate’s leading oil and gas exploration and production company.

The agreement marks another important milestone in L&T’s long-standing relationship with PDO and further reinforces the company’s position as a leading EPC contractor in the global energy sector.

Key Highlights of the Agreement

Under the framework agreement, L&T Energy Hydrocarbon Onshore has been selected as one of only four EPC contractors that will participate in PDO’s upcoming engineering and project execution opportunities over the next six years.

Agreement Details

  • Client: Petroleum Development Oman (PDO)
  • Contract Duration: Six years
  • Scope of Work: Front-End Engineering Design (FEED) and Lump Sum Turnkey (LSTK) EPC projects
  • Contractor Status: One of four selected EPC framework partners
  • Region: Sultanate of Oman

The framework agreement enables L&T to compete for multiple FEED and EPC projects that PDO plans to execute during the contract period.

Focus on Local Value Creation

A key feature of the agreement is its emphasis on In-Country Value (ICV), an initiative aimed at supporting Oman’s economic development.

As part of the framework, L&T will work closely with local suppliers, subcontractors, and service providers while contributing to capability development and skill enhancement within the country. The initiative is expected to strengthen the local industrial ecosystem and create long-term value for Oman’s energy sector.

Management Commentary

Commenting on the development, E. S. Sathyanarayanan, Senior Vice President and Head of L&T Energy Hydrocarbon Onshore, said the agreement represents a significant milestone in the company’s long-standing partnership with Petroleum Development Oman.

He added that L&T remains committed to supporting Oman’s long-term energy security goals by delivering projects safely, efficiently, and sustainably while maintaining high standards of engineering excellence.

Strengthening L&T’s Middle East Presence

L&T Energy Hydrocarbon Onshore is one of India’s leading EPC businesses, providing integrated engineering, procurement, construction, and project management solutions across the upstream, midstream, and downstream oil and gas sectors.

The latest framework agreement further strengthens the company’s footprint in the Middle East, where it has successfully executed several large-scale energy and infrastructure projects over the years.
